Agree who answers first
Every phone on the rule gets the text at once, and Welco never moves on to a backup by itself. Many teams agree the backup steps in only if the first person hasn't checked in.
Keep a written cover list
Welco has no rotation calendar. A shared on-call contact sheet and a reminder to update the rule at handover are enough for most teams.
Let the greeting set expectations
